We have just set up terminal server for the first time. We have a Server 2012 with the license server role and a number of 2012 Cals applied. We then have several 2008 and 2000 R2 servers with the session host role. When users log into sessions on these systems they are successfully being granted licenses from the licenser server. The problem we are having is that the server is issuing temporary 2008 licenses and not the 2012. It shows all of our 2012 licenses as available.
It was my understanding if there were no 2008 licenses that the server would instead grant a 2012 one. This does not appear to be the case.
I am aware of the GP setting for downgrading licenses. As far as I know this is not set. I even attempted to set it to disabled with no change in behavior.

I can't however be certain what this value is actually set to. I searched for it in the output of
gpresult /SCOPE COMPUTER /V
and did not find it.
How do I get the 2012 licenses to be issued to 2008 session hosts?
