RD Connection Broker not redirecting users to their disconnected sessions

RDS Farm of 2 servers (Windows Server 2008 R2) with RDS Connection Broker on a separate R2 server. Farm is using DNS round robin: rdsfarm.mydomain.com (refers to the 2 session host servers)

We have some users that use embedded XP thin clients and sometimes they disconnect from their session. Some users in this example may think that by power cycling their equipment that it clears up issues that they may have had with Outlook on the RDS servers. But here is the issue:

When reconnecting to the rds farm, the user will get assigned on the other Session Host server and leave their other session in a disconnected state. I thought that Connection Broker was suppose to see that they already had a session going, and redirect them to it.

Any suggestions? I do have a GPO: (Restrict Terminal Services users to a single remote session) that is enabled. But this should just make it so that they can't have more than one active session for each server.

 

One thing I noticed in Eventviewer on the Connection Broker server is that it gives event 4105 for some of the users. Meaning it can't update the licensing attributes for that user. The error says the following, which I have double checked and my licesing server does exist in the AD group:

Ensure that the computer account for the license server is a member of Terminal Server License Servers group in Active Directory domain

Also my schema in AD is Server 2008 still if that helps.
