Creating a VDI Collection in server 2012 with an answer file

Hi,

I'm currently creating a private desktop collection in Remote Desktop Services, Server 2012. If I don't specify an answer file to use during the process it works just fine, but, the sysprepped images all revert to US date, MM-dd-YYYY. 

I've tried a few methods to change this since, be it with the registry changes via GP, and even the regional settings in GP, but neither seem to be effective.

I used WSIM to create an xml file to use, initially I just entered the locale option but then RDS would complain when I selected my answer file that LocalAccount for example was missing, or OOBE was not set. To get it to pass the RDS wizard I had to add many more settings. 

Ultimately I got it to a stage where the RDS wizard accepted my XML but then it failed later in in the process.

This is the last XML file that I used that failed:

Does anyone have a good working answer file that works in RDS that I can use please, or can anyone point me in the right direction as I can't find any documentation on this.
