RemoteApps missing after IIS reset.

Please forgive the repost of a known issue, I've already looked through other threads with similar themes.

I've inherited a network that uses the Remote Desktop Gateway.  We have two remote Desktop Gateway servers, rdg01 and rdg02.  I performed an IISreset /noforce on rdg02, which failed to complete.  I started getting errors in event log that were along the lines of:

RD Web Access was unable to contact rdg01, which is the server that is specified as running the RemoteApp and Desktop Connection Management service. Ensure that the name of the server that is specified as running the RemoteApp and Desktop Connection Management service is entered correctly, and that the server is running and available on the network. Error code: 1722.

After that I did just IISRESET without the noforce flag, and I was still getting the error constantly.  I rebooted RDG02 and the issue cleared up for me, I logged in with test accounts and saw the list of remoteapps again.  Our clients however did not, the same account could be logged into from our network and see said remoteapps, but if done from a client’s computer they could not.  I cleared the local browser cache, and it had no effect on availability of remoteapps.   Later on I power-cycled rdg01 and rdg02 in that order, and now I cannot see the list of RemoteApps from machines on this network either.  

 I logged in with my account and noticed that I still see a list of RemoteApp's however they are from a separate RemoteApp source TS03.  When I grant a user account permission to a remoteapp from TS03 they can see it in their list of RemoteApps. We have two RemoteApp sources listed rdfarm02.xxx.com, and TS03.xxx.local, rdfarm02.xxx.com points to an IP address which resolves when pinged.  That is the front IP address for a network load balanced terminal server farm which all offer the same remoteapps.  

RDG02 looks to RDG01 for the RemoteApp and Desktop Connection Management service The remote apps from ts03.xxx.local still show up.

Things I've done, 

1.  Verified that both servers are up to date.

2.  Verified under WMI Control, ROOT\CIMV2\TerminalServices that TS Web Access Computers has Execute Methods, Enable Account, and Remote Enable.

3.  Verified that both the remote desktop gateway servers are a member of TS Web Access Computers Properties.

4.  restarted both RDG02 and 01 in that order.

5.  Restarted the RemoteApp and Desktop Connection Management service on RDG01.

6.  In Remote Desktop Connection Manager on RDG01 removed and re-added rdfarm02.xxx.com, removed and re-added rdfarm02.xxx.local, reverted to rdfarm02.xxx.com
7.  Verified the permissions on the remoteapps from rdfarm02.xxx.com

Unfortunately I am trying to reverse engineer this setup to find the problem, it is pretty frustrating when you are in a situation where things used to work and now do not.  All help will be greatly appreciated.

Update:  The eventlog on rdg02 and rdg01 are full of this error.

Access to the WMI interface on Remote Desktop Session Host server rdfarm02.xxx.com was denied. Add the Remote App and Desktop Management computer to the TS Web Access Computers security group on rdfarm02.xxx.com.
