RDS CALs or WinMultipoint Server 2011

Hi Forum members,

I'm doing a consult internship for a small medical practice that has 4 staff in office(Melbourne,Australia) and several (10+) staff off site (spread around Australia). They are running a medical management software on a win2008 R2 server hosted by a local cloud provider. They have also purchased 5 RDS user CALs. The main office computers are not domain based (no domain controllers on site or off site) and they remote desktop to the server to use the medical app. The medical app allows simultaneous logins and use. They are looking to allow the remote offsite staff to access the server and work around purchasing 10+ more CALs, but have a legal and scalable solution to this. In Australia, a set of 5 CALs cost ~$1000AUD.

Some of the solutions the client had asked me to analyse were TeamViewer. I rejected this as it was about $2809 for a license for 3 sessions + $979 per session. 

I was wondering if I could implement Windows Multipoint Server 2011 and install the medical software on it. I presume this is based on the win2008r2. The premium version should allow upto 20 simultaneous "stations"- which would mean that 20 users could access this medical software remotely. The remote users have their own computers/laptops and could remotely access this server on the cloud.

Will this work?

Any suggestions on more reliable, slightly cheaper or scalable solutions will be appreciated!
