Terminal Server 2008 R2 SP1 Random Freezing - RDP session hang - File serving still operational

We are running a 2008 R2 server with 60+ RDP sessions.  This server also performs file sharing for local network users.  At random times the RDP sessions will start to hang.  Generally a user can continue to work within the open application they have, but they will hang if they try to start any new application.  You can not start new RDP sessions.  You can ping this server and you can browse and open files from network shares with no problem.  The event log does not show anything other than a skip in time while the hang occurs.  Usually this condition only lasts for about 10 minutes and then everything breaks loose and everything functions normally until the next hang which may be 1 or 2 or more days away.  I have had the resource monitor open during some of these hangs and CPU usage drops to 1-2%.  Our normal busy is only about 20-30%.  Memory usage looks great with somewhere around 14G used out of 32G.  The number of Processes with disk usage tends to diminish during the hang time.  I hesitate to mention this, but sometimes during the hang I notice that most of the processes still running with disk activity are related to Outlook, which may be just a coincidence.  I'm at a loss so far in determining what is causing this.  It feels like there is a deadlock or resource shortage, but so far I have nothing concrete to point to.  Any guidance would be greatly welcomed!
