Remote desktop service is missing from services.msc (Server 2008 R2)

I was able to remote into the server until the other day it just wouldn't work. I tried to telnet into port 3389 successfully. I checked the listening ports and pntspool.exe was listening on port 3389. I checked what port RDP was on in the registry and it had been moved to port 2288. I moved RDP to port 3390 and opened it up in the firewall. After a reboot I tried to telnet into that port and it failed. I checked the listening ports and nothing was listening on the port. I checked the running services and the Remote desktop service was not even on the list of services. I though I may be able to resolve this by installing the remote desktop services role, but that installed with errors due to the service being missing.

I have seen a few other people with this issue and they were only able to resolve it by rebuilding but this is not an option for us
