Remote Service

I have seen on windows that you can enable remote control to "View the user`s session" so i understand  that i can log in "remote control" and see what the user is doing but i cant do it without  log off the user in the pc


I want to know if is posible to see what the user is doing with remote control even if the user dont give permission like a cyber software. 

and if somebody can explain me what does menas that option of "View the user´s sessions" on Remote Control options.

I am using windows server 2012 and the computer are running windows 7 inside a domain with active directory
