Issue with RDS session host licensing

Alright guys, i've been searching and searching and cannot find the answer to my issue.

here's the setup that we are having problems on currently. 2x 2008 r2 standard servers. Server 1 = TSERVER & Server 2 = TSERVER2.

TSERVER2 is a hyper-v virtualized server within TSERVER.

we have 25 RDC per user cal's installed on the TSERVER machine and we are attempting to have our TSERVER2 machine connect to TSERVER to grab the licensing information.

everything looks fine and dandy when i go through and specify the license server, i put in the credentials for the server just to be on the safe side (not sure if it's supposed to go away once i enter in the correct credentials or not)

anyways, once i get everything properly configured on TSERVER2, everything looks good, no errors, the RDS license server information page shows that the TSERVER is available and recognizes the 25 licenses on it.

the problem we run into is that when a client tries to remote into the TSERVER2, it is greeted with a "The Remote session was disconnected because there are no RD License servers available to provide a license" error.

now, everything appears to be setup currently. I would greatly appreciate any insight. all of these server's are using the default administrator username with a non-default password, firewalls off internally, AV turned off, etc.

not sure what else i can do at this point.
