Why does remote desktop not work when I configure it for my personal computer but it works for my business setup?

Here is my situation: I have a personal desktop pc ("DESKTOPPC") running win 8 that is connected wirelessly to my home network that I use to remote into my work computer. I establish a remote connection using an installed certificate from my IT department.

I also have a personal surface RT ("SURFACERT") that I have installed the same certificate on and which I can also use to access my work computer remotely.

This indicates to me that both computers can run RDP.

What I would like to do is use DESKTOPPC as a host and remote in using SURFACERT so that I can have a full windows experience using surface. I have enabled RDP on both computers and forwarded port 3389 TCP and UDP on my router (the ports are also excepted in Windows Firewall). Now, I can remote into DESKTOPPC locally using the computer's name, but when I try remoting in using DESKTOPPC's ip address (either on my local network or somewhere else) I get an error that it cannot connect to the host PC.

A few things:

1) I know that port 3389 is forwarded and open because when I check online (e.g., www.canyouseeme.org) it indicates as much.

2) I also know that RDP is enabled because I can use it on both computers to remote into my office computer. I can also remote in on my local network using DESKTOPPC's name (but not it's IP address).

3) When I've used PFPortChecker to test port 3389, I get an error that another program or service is using 3389.

Any help would be greatly appreciated. I've spent over 10 hours trying to get this to work and it's been very frustrating.
