Adding a new RDS 2008 R2 licensing question

We currently run a SBS 2003 domain controller with a secondary 2003 server in place as a Terminal Server that all of the employees work off. A need for a 64 bit RDS server has come up so I am planning on adding a secondary RDS server (Which will become the main RDS server) My questions regarding this are:

1. Regarding RDS licensing, will I need to purchase additional 2008 R2 licensing or can I transfer these from the 2003 TS server?
2. If transferable, what is the process I need to take to get this to work together?
3. Each staff member will need access to both servers, so for example if I have 20 licenses from the 2003 TS and transfer them to the 2008R2 server, does this mean I can have 20 total connections BETWEEN servers or 20 connections PER server?
