Icon labels "smudge" after mouse over, except Recycle Bin

I'm remoting from Windows 7 to Server 2008 R2 with Desktop Composition enabled.  The full Aero experience is visible (3D-flip, Aero Peek, etc. are all functioning), and I'm using the standard Aero theme.

I have several Desktop icons, one is Recycle Bin, the others are shortcuts to installed applications like Adobe Reader, Word, Excel, and PowerPoint, made available to my desktop through the C:\Users\Public\Desktop folder.  The icons are labeled with the standard Segoe UI font, which is rendered with a drop shadow effect.

When I mouse over the icons and back off again, the labels become illegible.  Most of drop shadow effect is replaced with the desktop background color instead of black.  It's very bad when desktop background is enabled.  When desktop background is disabled and the background is a dark solid color, you can still tell that the drop-shadow effect hasn't be re-rendered correctly after a mouse-over; it looks dirty but the font is mostly legible.

This only happens for the Shortcut icons.  The Recycle Bin always retains its drop-shadow effect pristinely.

I've tried changing the font, font size, bold/italic, etc.  I've tried different wallpapers, and disabling wallpaper altogether.  I've tried remoting from Windows 7 and from Windows 7 embedded, both give the same results.

Has anyone else seen this?  Better yet, worked around it?
