2k8r2 Remote Desktop - Redirected printer has Share Property greyed out

Hi,
My customer has a Point of Sale (POS) application and database that runs on a server in their main office. The POS application is connected to several stores via Remote Desktop (TS) connections. The POS software vendor requires Receipt Printers and Barcode Printers to be network shared in order to communicate with printers. Without a Printer Share on the Receipt Printer, the cash register PC will not operate the cash drawer. 
It has been running for the past five years on a Windows Server 2003 Standard, in a standalone (single server, no domain) setup.

We are implementing a new Windows Server 2008 R2 Standard, in a standalone (single server, no domain) setup. Most remote client POS PC's remain XP Pro SP3.

The drivers for the Epson Receipt Printer have been installed on the server (both 64 & 32 bit versions). Remote Desktop Services are turned on and working, however, Redirected Printers are not shareable. When I connect from a remote PC to the server, in the terminal session screen, I am unable to change the Share properties for the printer that are presented in Devices and Printers on the server. When a printer is right-click selected, and Printer Properties open, the share tab shows Sharing tools greyed out. There is a button on the tab that says Change Sharing Options. When the button is selected, it just disappears, leaving the greyed out screen. The test user is (temporarily) set as an Administrator. 

I also see that on the Redirected Printer that only the System user has Manage Printer rights. All options to grant rights or modify rights are also greyed out, even for an admin.

I appreciate any clues.
