RDP Issue in Windows Server 2008 R2 - Cannot RDP unless you Ping first

Hello Everyone!

I have 2 Windows Server 2008 R2 boxes that I cannot seem to RDP into unless I ping them first. 

When I ping them then the first ping will fail and the following 2 will return OK. It is like it is building an ARP table (or something). Anyway, until I ping the servers I cannot RDP into them from a remote office. It is odd. The remote office is on another domain. 

At first I figured it was a DNS issue. This is despite the fact I tried to RDP with the hostname and with the IP unsuccessfully. I set a static DNS setting via the Hosts file in %SystemRoot%/Windows/System32/drivers/etc/hosts. No go. 

I figured it was a NIC issue. The nics were checked to go to sleep so I unchecked that. Still doesn't matter. 

I figured it might be a firewall issue so I enabled everything for Remote Administration. Nope. 

I thought it might be a domain issue. I tested with a remote node in the domain the Server 2008 R2 node I am trying to reach is in and still no good. 

The only conclusion I have is that it is a quirk with Server 2008 R2. We have many other Server 2003 nodes that I can easily RDP to. It only seems to be server 2008 that has the issue. 

You guys ever have the same issue? Please help.
